latest Ubuntu isos copied for local access Raspberry Pi is OK on Pi 3 and 4 - typically use the 32 bit version (armhf) You can also use bittorrent - see the oxford mirror site (where I get these isos from): http://mirror.ox.ac.uk/sites/releases.ubuntu.com/releases/ xubuntu desktop is useful to run a desktop on a system with less RAM/GPU. You may prefer the gui on lubuntu - have a look online for demos don't use a non LTS version if you don't want update headaches - although the most recent version normally has some fun improvements!
